After looking at the book on mining lamp and candle holders, it's possible that it could be at least part of one, but it is more likely that either Golddigger or Gambol is right.

Here are some illustrations from the book.

I beleive BA. is right, it is a lantern holder for the mines. I live in nevada. I do alot of poking around in old shafts and I have 3 or 4 that I actually pulled out of the walls of shafts they all look different. They are just thin iron rods with the end bent a little or beat on one end so the lantern would not fall off. They just hammered them in a crack in the rock. I have a lantern that is made out of a coffee can with a wire loop on it to hang from one of these spikes

Thanks everyone for the info, I did find this near that mine that i had found, so it is a very strong possiblity that it might have been used to hold lanterns

That kind of reminds of a brake drum adjusting tool for cars.

Because you said it was close to a railroad, I would say that it's a (I'm sure of the correct term) jam rod that holds brake shoes in box cars. The carmen would knock these rods out to replace the shoes and then jam them back in.
I meant to say I'm NOT sure of the correct term! sorry
