Since I found what appears to be the folding framework for a soft top, perhaps it's a hold-down for the cover when the top is retracted, or maybe hold the top to the framework.  I must visit the upcoming car show near me.  I may get a clue, or two.  So, sign me "Clueless Today".  Detecting
