The "Made in" phrase became a requirement with a 1914 amendment to the McKinley Tariff.  The McKinley Tariff of 1890 required all imports and exports to be marked with the country of origin.  The amendment of 1914 added the additional requirement.  An old part with "Made in the USA" would be marked as such either to comply with this amendment if it were being exported (such as to Canada) or were often marked this way as a marketing tool as a connotation for higher quality than that of an import.
