| I've been told on another board that this is the male half of a large snap. The male part certainly matches the male snaps in the image that accompanied it.

I think the other board may be correct, a snap, or part... the holes are for stitching. It may have been used on something to keep the horse(s) warm, between jobs. Definitely not a decoration... too small and insignificant looking. Decorations are usually more showy and less practical.
