Looks like it is part of the horse bridle. It reminds  me of the ones that my grand dad used on the horses.

I think the other board may be correct, a snap, or part... the holes are for stitching. It may have been used on something to keep the horse(s) warm, between jobs. Definitely not a decoration... too small and insignificant looking. Decorations are usually more showy and less practical.
