Decoration for horse leather is my best guess.  It's from an old canal area where the barges would have been towed by horses on the bank but that ended about 1850.

Words on the back around the rim are:

    No. 1
    Sultan
    Pat. June 1895

Hm, I'm not sure of it is associated with the Horses if it dates to 1895 while the useage of the horses would have ended at about 1850.

What are its dimensions?

It's almost exactly the same size as a quarter.  About 2-3 hairs (literally) smaller.

I've been told on another board that this is the male half of a large snap.  The male part certainly matches the male snaps in the image that accompanied it.
