This was found in my yard it is hand forged iron about 3" diameter about 2 wide and has two nails in it.

If I was to guess, because I really don't know, I'd say it was a collar on some type of tool with a wooden handle.

Back in the days when water was saved in cisterns wooden pipes were some times used and connected with metal sleeves.
