That's a salt pour spout from a box of Morton salt. If it's too big for that, it may be one of the old Quaker Oats pour spouts. It's made of very light weight aluminum and your example has been bent flat. The wire is the hinge pin and is normally glued under a paper tag to allow the pour spout to be lifted by your fingertip and then closed again later.
