Just a note about tree growth, trees grow from the top, Any markings on a tree do not move vertically. If it was carved at 4' off the ground 80 years ago it would be 4' off the ground today.

No, sir. The grow outward and upward as well. We've had this discussion before. A 200 year old tree would have its markings, if any, shifted upward and some covered by new bark.

Looks like Basque sheepherder work.  These guys are more recent than Spanish Conquistadors, came over or were brought over to tend sheep in the wide open spaces out west.  They liked to carve the trees.  I'll try a link to see if it will let me post.
