Actually, what it looks like to me is a team peg for competitions. Does the item have any enamel or paint left on it?

Scouts of all kind keep score using the most unusual things.

Perhaps it was a wedge or chisel of sorts used to split wood for the fire, or wedge something open. I tend to think it was made for a primary purpose other than simply decorative.
