Prevailing thought was a mint employee swapped several of the double eagles with double eagles of a different year. When they brought the bags to destroy them they did not check every one since the amount was fairly large. They just weighed them.
Side note the King Farouk 1933 double eagle sold for $7,590,000. Plus auction fees. Plus the cost of monetizing it. $20 The government made that one legal.
