The press will do it but the die you use is critical. That much pressure on a stainless plate can shatter some dies. Choose wisely.

Since it's obvious that the steel is portable, why nut put it on a drill press instead?

In giving this some more thought, even a milling table would be safer than trying to punch a hole that size. If you shatter the die, the shards will be traveling nearly as fast as a bullet.

On this page you will find muzzle pressures for a variety of rifles. These are in pound per square inch. Divide by 2000 to get tons per square inch. That will be close to the pressure for a speeding bullet.

Assume your 6 tons is spread over an inch and you will be applying a steady 12,000 pounds per square inch.

The pressure sounds fine. Can you shield your body with another piece of steel during the punch? You know what I mean about dies shattering.

Both can shatter so just be careful. You only get one "you" to play around with. At that pressure, you probably won't get any warning.

You may want to try a Step Drill.

I've done stuff like that more then a Few times and it worked.

If the Bit is Getting Hot, A few drops of Oil will Stop that.

When the Oil Starts to Smoke, Let it Cool.

Kerosene is a better cutting agent

I would have suggested a chassis punch set rather than a press and die.
