i think "platinum module" describe the TO-3 silver/platinum color metal case of the 2n3773 transistor

   Did some looking and found basic info.  Did you use the original Schematic to build this ?  It seems it had purposeful errors in it.     Waiting for Coffee.    Guess you need to check if that Transistor is being lock in the conductive mode.   

Ok, Sorta awake again.   On checking around seems this is a OLD version of the Sniffer XR7  not XR71.   Original Schematic had issues with Purposeful Error.  Did you know about that ?
