Ok here is a theory of what it was we can now exclude the fixed to idea as there is writing on the back and if you affix it to something well guess what you cant read the reverse so I think that it was worn around the neck and if I recall I saw some photos of an Indian wearing something like that a bit like a choker it would have been tide with a leather lace this could explain why the writing is worn and not the bird and the two holes.

Wouldn't that depend on how they linked the coins together?  If they were linked using leather or ribbon, there shouldn't be much more wear than there would be with the choker.    (Personally, I don't think that is the answer....although it's possible that this could be part of a watch fob or a key fob).   When I look at the piece, I visually a person either far from loved ones or in a tight situation who has developed the habit of rubbing the writing either to bring him closer to the one he misses or to give him the courage/strength/luck to carryon.  So, I'm visualizing a piece that is hung in such a way that the bird side lays on the forefinger of a cupped hand while the thumb gently rubs over the inscription (the way lots of people handle worry stones or the modern equivalents of what I'm imagining)

I think I'm going to go back to focusing on the bird.   That should help us decide where the original "minting" occured.   From there we can figure out what alterations were made where.   I'd really prefer starting with the lettering, but there's so little of it left that unless someone stumbles across a duplicate, I don't know how much help it will be.

If we trace the eagle back to a European minting, then we still need to decide if the lettering was added there or in the United States (possibly New York)....I'm  betting the lettering was added in the New York area.
