Whoops! But it was the the thought that counted, right? Im sticking with the tire chain theory, most people these days use bungees. But way back when they didnt have those, so youre find looks like the predecessor to me. well I hope you find a solid answer. Foiled

yeah, i like the fish stringer better....but it probably is the tire chain......the coolest find up there and at that place was the old piping under the ground it was the coiled metal with the tube for the piping comprised of only wood.  I also noticed that the wood parts for what's left of the structure that are still standing are in fact nailed together with railroad spikes in some instances.  It's fun to go up there and hunt around anyway, I also found a trash pit up there that is some what exposed, so I'm interested in what's under the dirt as far as that goes.
talking about finding this thing around an old 1871 mill, has gotten me fidning and studying whatever mill i can in search of a possible answer event hough it might just fall ino the worthless modern tire chains, trash pile.  yesterday i was down by an old mill that i had researched not to long ago to trying to find a lead on this little chained piece of metal that i had uncovered while detecting....any way here's the pictures of an old grist mill that i have been reaserching in order to identify the metal items that I have been finding neer the sites of other old mills

My suggestions are that its part of the apparatus from a shaker classifying table . The flour gets sieved by a a shaking table arrangement . The springs are  for returning the tables or acting against the  rods causing the table motion Youd have a number of tables with different size sieves stacked. The coarse flour  gets separated and usually is transported  back up to as higher floor to be reground
