Most of these issues have been covered, however there IS a paucity of information, which has resulted in the 5 tons of conjecture...

It is not likely floating, if it is, what is it attached to; even a cement filled barrel will not weigh more than about 1300 pounds (assuming US gallons/3.79ltr); it is good to have some over-kill on the lifting equipment but 5 T is over-kill on the over-kill; if it were waste disposal, it would not be floating, likely; it is not likely a mine; and... is it a WW2 barrel, or a more recent type; lastly is it a hoax?

Someone is withholding information and just confusing matters.

With all the supposed *facts,* the whole thing is just plain stupid!

Sadly, TW is absolutely right. It is wiser to stay away from the Philippine authorities. And Ivor is fortunate to live in a place where one can have some measure of faith in the authorities.

Several things come to mind

WWII Mine
Is the drum floating on the chain?  It might be a hidden fuel supply, equipment cache. 

I'd mark the location on a chart and kinda watch over it a few weks especially if it's new. If it's old and rusty stay away

may be there is something inside, the thread starter mention that it is located in the river not in the sea, my question.. why it is chained? it is located at the mountain?... to the thread starter pls do not listen to the comments of some alien here. they always criticise as filipinos but there are lot of their nationalities doing thesame with us
