You may be right about it being stucco but without the wire it would not turn into a conglomerate of sand. O wait your saying its not a conglomerate but just a piece of fairly new trash stucco?Huh?Huh?

Stucco is concrete, heavy on the sand with some ground up Styrofoam in it to keep it light. Rendered over wire mesh on houses where they are built to withstand high temperatures.

That's definitely the simpler explanation, and therefore probably the preferred answer--especially in an area where stucco is a common building material.  On the other hand without handling the cut open item or at least seeing some really good detailed close-up shots, either or both (meaning a piece of construction debris that is beginning to accumulate additional concretion) is possible.

By the way, seldom, in certain circumstances some of the natural glues will also begin to coat lead and some of the other metals.  Just a lot more rare for it to happen and doesn't seem to happen as quickly as or thoroughly as it does with iron based metals.

Stucco works for me.

It is not a building debris. I found i on the beach, at about 7 inches deep, in a place with no houses or buildings nearby. You can see the sand grains on the pics I posted. This area is windy and very harsh in winter, you don't use beach sand in construction, the salt in it will eat away the construction iron.

I will go with the "build up" explanation.

BINGO!!!!!!!!!!!!!!!!
Welcome to my world look at post 8 again.
Today you learn that there are beeping rocks. Most of the time with rusty iron bits inside but some times with treasure
The more time you spend detecting the more familiar you will be with them

Sand is eroded from beaches daily. When it gets bad enough, more sand is often trucked in from who knows where. Just because there are not any buildings nearby is meaningless and leads to a false conclusion. I am not stuck into the stucco suggestion but it is a best fit for what you have there. A century ago, the beaches would not be replenished and your conclusion might fit but this is the 21st century and we do things differently these days.

Occam's Razor. The simplest answer is often the correct answer.

Will not happen on gold, silver, lead,

If I remember when I go home at the end of April (At the coast) I will take a photo of a lead sinker with a part of it in conglomerate and another with barnacle growing on it. Quite interesting that with time things do actually grow on lead, these lead sinkers must be well over 70 years old.
