here some notices i have made during buildiung

replace the voltage controller lm317 with lp2950 3,3V is more stable
if you replace lm317 with lp2950  you have also to change the resistor nearby the lm317 (dividers for correct output voltage)

lp2950 needs maybe some condensators


ferrite-coil
10*50mm ferrit from that 25mm mit 4 layers 0,25-0,3mm enamled copper wire
L = 2.290µH


you can let the led off the pcb if pezo speaker with two tone sound is enough

Ok I have the laptop now. Here is the updated schematic with proper operation. Sorry for all the goof ups. I had to go with one jumper or else totally change the layout. Please compare the schematic against the PCB in case I made another mistake. (Hope not)

I don't understand how your board works,  when I design a board the components are at the top and I'm looking at the bottom copper through the top of the board in others pin one of the IC is on the left, yours is on the right.
